The Hunted and the Hated: An Inside Look at the NYPD's Stop-and-Frisk Policy

  • Not Synced
    (Police Sirens)
  • Not Synced
    You look very suspicious.
  • Not Synced
Cause you are always looking at me crazy.
  • Not Synced
    (Music Playing)
  • Not Synced
    (Altercation Occurring)
  • Not Synced
Why you push me like that for?
  • Not Synced
That is exactly how some (explicit) will go down.
  • Not Synced
    Just like that.
  • Not Synced
    Just like that.
  • Not Synced
People do not like the police because of the harassment.
  • Not Synced
And what civilians do not understand, is that the police department is like forcing us...
  • Not Synced
    ...to do these unreasonable stops.
  • Not Synced
Or, you are going to get penalized.
  • Not Synced
I think the mayor is absolutely correct.
  • Not Synced
Some people are just very hurt by it, and upset, when they are stopped unnecessarily.
  • Not Synced
    Well I understand that.
  • Not Synced
    Some people...
  • Not Synced
You know you're taking away, at the very least, you are taking up their time.
  • Not Synced
So I understand, that people may not be happy with it.
  • Not Synced
But I can also assure you, that I go to the communities, communities of color,...
  • Not Synced
    ...people want more.
  • Not Synced
They want more stop and frisks?
  • Not Synced
    Absolutely.
  • Not Synced
I had this captain that walked into the precinct, and he gave a speech about harassing the public.
  • Not Synced
    His words were...
  • Not Synced
We are going to go out there and violate some rights.
  • Not Synced
We hear it from the captain down.
  • Not Synced
    We want 250s.
  • Not Synced
This is stop, question, and frisk.
  • Not Synced
    (phone ringing)
  • Not Synced
I was walking home from my girlfriends house, and a cop car went passed me.
  • Not Synced
A couple of seconds later I heard the car turn around.
  • Not Synced
    And, they just popped out.
  • Not Synced
They all just jumped out of the car.
  • Not Synced
I decided to record it because I was going to stop the law.
  • Not Synced
I didn't have evidence of cops being disrespectful and everything.
  • Not Synced
So I pressed the button, and it records the whole thing.
  • Not Synced
Yo I just got stopped like two blocks ago.
  • Not Synced
Cause you are always looking at me crazy.
  • Not Synced
    That's our job man.
  • Not Synced
    Listen to me.
  • Not Synced
Because you keep doing that (explicit) man. We stopped you last time.
  • Not Synced
    (altercation occurring)
  • Not Synced
    Why you touching me for?
  • Not Synced
    He was holding me.
  • Not Synced
He was going through my pockets.
  • Not Synced
    Going up and down.
  • Not Synced
He was going through my sweater.
  • Not Synced
Than that's when he told me to keep my hands on my head.
  • Not Synced
So I was like this the whole time.
  • Not Synced
    Fo what?
  • Not Synced
    Shut your (explicit)mouth.
  • Not Synced
Why am I getting arrested for?
  • Not Synced
    (yelling) Shut your mouth!
  • Not Synced
He decided to take my hands, from here, and put it behind my back.
  • Not Synced
    Like that.
  • Not Synced
    (yelling) Shut you (explicit) mouth!
  • Not Synced
    I was..
  • Not Synced
    (yelling)
  • Not Synced
You're going to break my arm?
  • Not Synced
    For what?
  • Not Synced
    Who is your father?
  • Not Synced
He is not going to answer he doesn't have a phone.
  • Not Synced
    He is a traffic cop?
  • Not Synced
    Figures.
  • Not Synced
    (recording playing)
  • Not Synced
    While they holding me...
  • Not Synced
The sergeant is holding me like this.
  • Not Synced
He like, I'm going to break your arm.
  • Not Synced
I'm like..I'm like, you're going to break my arm?
  • Not Synced
Yeah and I am going to punch you in the face.
  • Not Synced
Are you going to punch my in my face.
  • Not Synced
He is like yeah, and then I am going to arrest you.
  • Not Synced
I'm like, arrest me for what?
  • Not Synced
He is like, for being a mutt.
  • Not Synced
So he grabbed me, by my book bag, and started pushing me down.
  • Not Synced
So I am going backwards down a hill, and he just kept pushing me and pushing me.
  • Not Synced
It looked like he was going to hit me.
  • Not Synced
I felt like they were trying to make me resist, so they could fight me back.
  • Not Synced
    (recording playing)
  • Not Synced
I am mad just hearing that thing.
  • Not Synced
How may words could really describe that.
  • Not Synced
    It's just disturbing.
  • Not Synced
But, that is exactly what is happening.
  • Not Synced
Like, I can relate to what he is doing.
  • Not Synced
    Cause I know that situation.
  • Not Synced
They just don't got no respect for us.
  • Not Synced
And they wonder why we don't have respect for them.
  • Not Synced
For them to just call him names like that like...
  • Not Synced
    That is just crazy.
  • Not Synced
Do you think, that during stops, that some police officers try to provoke,...
  • Not Synced
..so that they can justify arrests?
  • Not Synced
    Of course they do.
  • Not Synced
A lot of police officers they try to set civilians off.
  • Not Synced
Then once they start talking, start cursing, they can wack them off for anything.
  • Not Synced
There were two minorities leaning against the wall.
  • Not Synced
    They weren't doing anything.
  • Not Synced
My sergeant ordered me to write them blocking pedestrian traffic.
  • Not Synced
If you are a certain ethnicity, standing on the corner,...
  • Not Synced
...lieutenants, sergeants, have no problem violating your rights and racial profiling.
  • Not Synced
There was one statement, that the sergeant said, about what he used to do.
  • Not Synced
He used to stop a guy walking down the street...
  • Not Synced
...with baggy pants, his underwear hanging out, and he'd just stop him.
  • Not Synced
I know he is probably up to nothing, but I just stop him anyway to give him a 250.
  • Not Synced
    It's this one cop.
  • Not Synced
That everybody is the neighborhood knows.
  • Not Synced
I was like three times already.
  • Not Synced
He was like, "Now come here".
  • Not Synced
So they got out the car.
  • Not Synced
They threw my friend on the car.
  • Not Synced
    I'm still walking.
  • Not Synced
He spun me around and punched me in my stomach.
  • Not Synced
He started just patting us down.
  • Not Synced
    He just left us there.
  • Not Synced
What we are trying to do is, is make certain that it is done as professionally as possible.
  • Not Synced
That the proper respect is shown and done according to the law.
  • Not Synced
This goes all the way up.
  • Not Synced
All the way up to the commissioners office.
  • Not Synced
I'd say even the mayors office.
  • Not Synced
Where they are trying to be proactive.
  • Not Synced
Hey look, we are stopping people and getting drugs and guns off the streets.
  • Not Synced
But think about the 600,000 people that were stopped last year.
  • Not Synced
Only 1%, of those that were stopped, were not carrying weapons.
  • Not Synced
The NYPD controversial Stop and Frisk policy...
  • Not Synced
Last year your police officer stopped and interrogated people nearly 686,000 times.
  • Not Synced
Today, that a lawsuit raises serious questions about quotas, racial profiling, and constitutional rights.
  • Not Synced
The public isn't aware of what's happening, but everything is being look at as far as numbers.
  • Not Synced
    It's a numbers game.
  • Not Synced
    Ok.
  • Not Synced
What did you get last year?
  • Not Synced
Well, you have to match it, and give me more this year.
  • Not Synced
They're trying to keep all of this stuff quiet.
  • Not Synced
So this is my proof, that they are putting pressure on me to write summonses.
  • Not Synced
Commanders are trying to be proactive, or show that they are being proactive.
  • Not Synced
Here you have a system where people are told to get those numbers,...
  • Not Synced
... to where they should to be, and you will get your promotion.
  • Not Synced
The commanding officer wants to become a deputy inspector.
  • Not Synced
The executive officer wants to become a commanding officer.
  • Not Synced
If you do well, by keeping the arrests up and the summonses up,...
  • Not Synced
...you will be promoted to the next rank.
  • Not Synced
So, they put pressure on the police officers to generate numbers and arrests.
  • Not Synced
I mean, lets be real, it is a quota.
  • Not Synced
Nobody wants to call it that.
  • Not Synced
But, that is what it is.
  • Not Synced
They can call it a performance objective.
  • Not Synced
They call it a goal that can mask it.
  • Not Synced
    However they want.
  • Not Synced
It's a quota, and it does exist.
  • Not Synced
Some of us, under the stress, make them up.
  • Not Synced
Some of us, under the stress, stop innocent people and search them.
  • Not Synced
They are sending units out there that will run around and search anybody.
  • Not Synced
What happens to the officer if they don't do what the police department told to do?
  • Not Synced
As far as quotas, they will come after you.
  • Not Synced
Come after you meaning transfers low evaluations.
  • Not Synced
    They give you unwanted assignments.
  • Not Synced
Put you in a post which is very dangerous.
  • Not Synced
    High crime
  • Not Synced
    By yourself.
  • Not Synced
    In a corner.
  • Not Synced
This is a form of retaliation.
  • Not Synced
    Basically a change of tours.
  • Not Synced
    Put you on the midnight.
  • Not Synced
They make you look bad on paperwork.
  • Not Synced
That paperwork will trail you for the rest of your police career.
  • Not Synced
And knowing that your livelihood is at stake, you meet the quota.
  • Not Synced
It does create this feeling, of hey listen, I got to get my numbers.
  • Not Synced
When you put that pressure on the officer, this us versus them mentality does exist.
  • Not Synced
When I cam into this police department, I wanted to help people.
  • Not Synced
But the civilian population they are being hunted.
  • Not Synced
Instead of being protected by us, they're being hunted.
  • Not Synced
    We're being hated.
  • Not Synced
The police department is pushing the new guys to be bounty hunters.
  • Not Synced
I use that word because that is exactly what it is.
  • Not Synced
    They're hunting.
  • Not Synced
There's a lot of officers, that are fed up, and want to do something about it.
  • Not Synced
And, they're people who are scared.
  • Not Synced
There's a lot of officers that would like to tell their story.
  • Not Synced
But, no one wants to hear the truth.
  • Not Synced
Nobody wants to hear the bad.
  • Not Synced
You need police, but the police department needs to change things.
  • Not Synced
At one point, I did want to be a cop.
  • Not Synced
To help people, and mostly be able to wear a badge, and uniform, and be proud of it.
  • Not Synced
Now I feel like i'm not sure.
  • Not Synced
Cause they're not there to help people anymore.
  • Not Synced
They are just there to like stop and humiliate them.
  • Not Synced
    Make them feel bad.
  • Not Synced
There is no excuses for the way they treated me.
  • Not Synced
This one individual was thinking about doing NYPD.
  • Not Synced
The first thing I told him was, "Definitely not."
  • Not Synced
This job, racial profiles, will force you to do things that you don't want to do.
  • Not Synced
We're supposed to be the best in the world.
  • Not Synced
We're the best at making money, and we are the best at arresting, and summonsing, everybody.
